“The problem seems to have become chronic – there are more permanent changes in the climate, as Bulgaria’s minister of environment has argued,” Daniel Smilov, program director at the Centre for Liberal Strategies, a Sofia-based think tank, told MGO.
“This has exposed weaknesses in the state reaction to events and general regulation: usually dwellings built without proper permits, often in Roma-populated areas, are the most vulnerable," he added. "Also, dams have been privatized and poorly supervised by the state authorities as many suspect that mismanagement of these dams may contribute to the problem, although evidence for this is not conclusive. Very few private properties are insured, which is another problem. Otherwise, the state takes care of the restoration of infrastructure, which means that there will be government tenders, and so on.”
